Des requ\u00eates mieux comprises, voire anticip\u00e9es, des agents concentr\u00e9s sur des missions \u00e0 plus forte valeur ajout\u00e9e\u2026&nbsp;: soutenue par l\u2019IA \u2013 entre autres \u2013, la proactivit\u00e9 est en marche. D\u00e9cryptage.<\/strong><\/p>\n\n\n\n<p>En 2021, la direction interminist\u00e9rielle du num\u00e9rique de l\u2019\u00c9tat (Dinum) annon\u00e7ait le lancement d\u2019un chantier d\u2019envergure&nbsp;: l\u2019administration proactive. Son objectif&nbsp;? Inverser la logique administrative en anticipant les besoins de l\u2019usager. Depuis lors, diverses administrations et institutions publiques se sont lanc\u00e9es \u00e0 bras le corps dans la mise en \u0153uvre de ce service public version 3.0. De la DGFIP \u00e0 la Gendarmerie nationale en passant par France Travail, les initiatives se multiplient pour croiser et valoriser les donn\u00e9es de mani\u00e8re efficiente, simplifier les process et optimiser la qualit\u00e9 des interactions. \u00c0 la cl\u00e9, une meilleure compr\u00e9hension des besoins, une r\u00e9duction des d\u00e9lais et une diminution du non-recours aux prestations par manque d\u2019information.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-les-collectivites-gagnees-par-le-mouvement\"><strong>Les collectivit\u00e9s gagn\u00e9es par le mouvement<\/strong><\/h2>\n\n\n\n<p>Les collectivit\u00e9s sont elles aussi gagn\u00e9es par ce mouvement. Et pour cause&nbsp;: les Fran\u00e7ais \u00e9valuent \u00e0 6,5\/10 la qualit\u00e9 de la relation \u00e0 leurs collectivit\u00e9s locales, ce qui illustre une importante marge de progression. De l\u2019attribution de places en cr\u00e8ches au renouvellement d\u2019un passeport en passant par l\u2019accueil des usagers en mairie, le champ de la simplification des d\u00e9marches et de l\u2019am\u00e9lioration de la qualit\u00e9 du service s\u2019\u00e9tend d\u00e9sormais \u00e0 tous les maillons de la relation citoyen. C\u00f4t\u00e9 agent, les b\u00e9n\u00e9fices sont multiples&nbsp;: avec le temps ainsi d\u00e9gag\u00e9, il devient possible de s\u2019extraire des t\u00e2ches r\u00e9p\u00e9titives et \u00e0 faible valeur ajout\u00e9e pour se concentrer sur l\u2019humain. De quoi booster l\u2019attractivit\u00e9 du secteur public dans un contexte de p\u00e9nurie des talents, sans compter que la digitalisation d\u00e9cuple l\u2019efficacit\u00e9 du processus de recrutement des agents gr\u00e2ce \u00e0 de nouveaux canaux et \u00e0 des contenus d\u00e9di\u00e9s. Elle permet \u00e9galement d\u2019optimiser la gestion des carri\u00e8res tout au long de la vie professionnelle. &nbsp;&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-de-la-prise-en-main-de-l-ia-a-la-construction-d-une-culture-de-la-donnee\"><strong>De la prise en main de l\u2019IA \u00e0 la construction d\u2019une culture de la donn\u00e9e<\/strong><\/h2>\n\n\n\n<p>Pour s\u2019engager sur la voie de l\u2019administration proactive, les collectivit\u00e9s peuvent s\u2019appuyer largement sur les possibilit\u00e9s offertes par l\u2019IA, qu\u2019elle soit analytique, pr\u00e9dictive ou g\u00e9n\u00e9rative. Cette derni\u00e8re, qui n\u2019en est encore qu\u2019\u00e0 ses d\u00e9buts, offre un potentiel immense en termes de solutions de traitement des t\u00e2ches r\u00e9p\u00e9titives \u00e0 moindre co\u00fbt. Le service public n\u2019en oublie pas pour autant de traiter le volet r\u00e9glementaire li\u00e9 \u00e0 l\u2019utilisation de ces nouvelles technologies, puisque la DINUM travaille sur un mod\u00e8le d\u2019IA ouvert et souverain baptis\u00e9 Albert, adapt\u00e9 aux sp\u00e9cificit\u00e9s du service public, qui devrait \u00eatre test\u00e9 en 2024.<\/p>\n\n\n\n<p>\u00c0 ce jour, environ 1 100 collectivit\u00e9s ont d\u00e9j\u00e0 d\u00e9velopp\u00e9 leur propre culture de la donn\u00e9e, principalement les r\u00e9gions, des d\u00e9partements et les villes de plus de 100 000 habitants. Toutefois, plus de 80 % d\u2019entre elles n\u2019ont pas encore pleinement valoris\u00e9 leur potentiel. L\u2019ann\u00e9e 2024 devrait marquer une acc\u00e9l\u00e9ration dans ce domaine, avec des donn\u00e9es de plus en plus ouvertes, interconnect\u00e9es et partag\u00e9es. Un mouvement favoris\u00e9 par la promulgation de la loi 3DS en mai 2023 qui autorise l\u2019\u00e9change de donn\u00e9es usagers entre administrations publiques. Pour cela, il sera toutefois n\u00e9cessaire de mettre en place une v\u00e9ritable la culture de la donn\u00e9e, ce qui n\u00e9cessite d\u2019en poser les bases aux niveaux technique, humain et organisationnel, en passant notamment en revue les m\u00e9thodes les m\u00e9thodes de travail des agents.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-les-jeux-olympiques-et-paralympiques-de-paris-2024-tremplin-des-nouveaux-usages-numeriques\"><strong>Les Jeux Olympiques et Paralympiques de Paris 2024, tremplin des nouveaux usages num\u00e9riques<\/strong><\/h2>\n\n\n\n<p>Si 2024 devrait \u00e9galement \u00eatre une ann\u00e9e d\u00e9cisive pour la digitalisation des collectivit\u00e9s locales et territoriales, c\u2019est \u00e9galement parce que les Jeux olympiques et paralympiques de Paris 2024 vont leur donner une occasion unique d\u2019exp\u00e9rimenter de nouveaux dispositifs num\u00e9riques. Pas moins de 73 collectivit\u00e9s accueilleront des \u00e9preuves, ce qui n\u00e9cessitera aussi bien d\u2019avertir les riverains que d\u2019orienter et accompagner les fans ou de leur fournir des informations personnalis\u00e9es.
