Un tour de force r\u00e9alis\u00e9 en seulement 6 mois qui illustre bien la nouvelle philosophie digitale des acteurs publics : privil\u00e9gier les solutions \u00e9prouv\u00e9es, imm\u00e9diatement (ou presque) op\u00e9rationnelles, pour orchestrer leurs nombreuses composantes techniques au sein d\u2019une m\u00eame plateforme. Et, in fine, acc\u00e9l\u00e9rer leur transformation num\u00e9rique.<\/b><\/p>\n\n\n\n<p>On ne compte plus les grands projets informatiques qui ont permis \u00e0 l\u2019administration de d\u00e9mat\u00e9rialiser de tr\u00e8s nombreux processus. Ces grands programmes, parfois qualifi\u00e9s de \u00ab projets cath\u00e9drale \u00bb (programme Copernic, application H\u00e9lios, fichier CASSIOPEE&#8230;) en raison de leurs ambitions, de leur co\u00fbt et de leur dur\u00e9e, sont aujourd\u2019hui en perte de vitesse. Quand bien m\u00eame l\u2019administration privil\u00e9gie de plus en plus les initiatives plus l\u00e9g\u00e8res dont l\u2019impact est beaucoup plus rapide, ces grands programmes restent les principales composantes du parc applicatif existant. Ils captent plus des trois quart des budgets SI, \u00e0 la fois en maintenance et en mises \u00e0 jour diverses des infrastructures comme des logiciels.<\/p>\n\n\n\n<p>Depuis 10 ans, l\u2019un des grands enjeux num\u00e9riques des services publics r\u00e9side dans la modernisation de leurs interfaces : portails, applications, donn\u00e9es ouvertes, centres de contact multicanaux. Leur ambition : disposer des derni\u00e8res technologies et suivre les tendances en mati\u00e8re de relation usagers et d\u2019ergonomie. Cet empilement d\u2019initiatives ne pouvait logiquement pas aboutir \u00e0 un paysage coh\u00e9rent et fluide. Il en r\u00e9sulte souvent un certain d\u00e9sordre, a tout le moins une grande complexit\u00e9, dans la gestion des services et des donn\u00e9es. Cela impacte in\u00e9vitablement l\u2019exp\u00e9rience usager qui perd en lisibilit\u00e9. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-paris-habitat-une-orchestration-reussie\"><b>Paris Habitat, une orchestration r\u00e9ussie<\/b><\/h3>\n\n\n\n<p>Dans le cadre de sa transformation num\u00e9rique, Paris Habitat a cherch\u00e9 \u00e0 simplifi\u00e9 et \u00e0 am\u00e9liorer sa relation locataire, fluidifier et d\u00e9mat\u00e9rialiser ses processus de gestion interne et d\u00e9velopper ses projets innovants. Ses objectifs principaux r\u00e9sidaient dans la mise \u00e0 disposition rapide pour les locataires et les collaborateurs de solutions modernis\u00e9es en vue de garantir un niveau de satisfaction et d\u2019adoption important, sans rupture dans la continuit\u00e9 de ses services. En seulement 6 mois, Paris Habitat et Salesforce ont r\u00e9ussi \u00e0 d\u00e9ployer avec succ\u00e8s une application pour les gardiens, un portail web pour les locataires et une plateforme de gestion des interactions pour les collaborateurs.<\/p>\n\n\n\n<p>Ces applications, parfaitement int\u00e9gr\u00e9es au syst\u00e8me d\u2019information existant, simplifient la gestion quotidienne pour les gardiens et facilitent la d\u00e9mat\u00e9rialisation de la relation avec les locataires. Elles s&rsquo;int\u00e8grent dans la transformation num\u00e9rique de Paris Habitat. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-agilite-passage-a-l-echelle-et-securite\"><b> Agilit\u00e9, passage \u00e0 l\u2019\u00e9chelle et s\u00e9curit\u00e9<\/b><\/h3>\n\n\n\n<p>\u00c0 l\u2019image de Paris habitat, le sujet n\u2019est pas de proposer sans cesse les derniers gadgets technologiques \u00e0 ses clients, qui risqueraient de se perdre dans une surench\u00e8re d\u00e9sordonn\u00e9e. Il ne s\u2019agit pas davantage de se recroqueviller dans une prudence z\u00e9l\u00e9e en d\u00e9finissant pendant des mois un besoin qui existe d\u00e9j\u00e0 sur \u00e9tag\u00e8re. Perdre du temps c\u2019est laisser la place \u00e0 d\u2019autre et dans le pire des cas, c\u2019est le \u201cshadow IT\u201d qui prend le pas sur le syst\u00e8me officiel.<\/p>\n\n\n\n<p>Un juste milieu se trouve dans la capacit\u00e9 \u00e0 utiliser des solutions qui int\u00e8grent \u00e0 la fois l&rsquo;agilit\u00e9, la capacit\u00e9 de passage \u00e0 l&rsquo;\u00e9chelle et la s\u00e9curit\u00e9. Ainsi est-il possible de se transformer en inscrivant ce mouvement dans la dur\u00e9e.
