In <a href=\"https:\/\/newsonair.gov.in\/buyers-sellers-show-confidence-in-transparent-and-technology-driven-procurement-ecosystem-ceo-gem\/\">FY 2025-26<\/a>, 68% of Government e-Marketplace (GeM) orders (\u20b92.36 lakh crore) went to MSMEs. That\u2019s up 20% year on year.&nbsp;<\/p>\n\n\n\n<p>A lot of this progress has been driven by digitisation. GeM brought public sourcing onto a single, trackable platform. The Comptroller and Auditor General of India (CAG) is now digitising audits and incorporating AI to sharpen oversight. And with Mission Karmayogi <a href=\"https:\/\/www.notopedia.com\/board-details\/51682\/1\/Mission-Karmayogi-2.0:-NPCSCB-Framework,-iGOT-Platform-&amp;-Key-Initiatives-2026\">training more than 1.5 crore officials<\/a> so far, for a digital-first environment, the direction is clear.<\/p>\n\n\n\n<p>Vendor relationship is the last mile of this transformation. The government&#8217;s push for end-to-end digitisation \u2014 MSME sourcing mandates, SC\/ST sub-vendor requirements, full process transparency \u2014 all of it converges on how PSUs manage their vendors.<\/p>\n\n\n\n<p>Let\u2019s explore how India&#8217;s PSUs can digitise the vendor relationship process, and why now is the right time to do it.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-multiple-obligations-every-psu-must-meet\"><strong>The multiple obligations every PSU must meet<\/strong><\/h2>\n\n\n\n<p>To understand why vendor management is so complex for PSUs, it helps to look at who they&#8217;re actually answerable to. India&#8217;s PSUs answer to several authorities simultaneously, and no single set of rules satisfies all of them. Researchers call this the <em>multiple principal problem<\/em>, and procurement is where it shows up most.<\/p>\n\n\n\n<p>Take the government protocols already in place:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>GFRs 2017<\/strong>: Every procurement decision must <a href=\"https:\/\/doe.gov.in\/files\/acts_rules_documents\/GFRupdatedupto31012026.pdf\">follow documented procedures<\/a>, meet tender thresholds, and comply with the code of integrity.\u00a0<\/li>\n\n\n\n<li><strong>GeM mandate<\/strong>: PSUs must procure specified goods and services <a href=\"https:\/\/assets-bg.gem.gov.in\/resources\/pdf\/GeM_handbook.pdf\">through GeM<\/a>. Utilisation targets are mandatory and reported quarterly.<\/li>\n\n\n\n<li><strong>MSME Public Procurement Policy<\/strong>: PSUs must <a href=\"https:\/\/msme.gov.in\/public-procurement-policy\">source a minimum of 25% annually from MSEs<\/a>, with 4% from SC\/ST-owned and 3% from women-owned ones.\u00a0<\/li>\n\n\n\n<li><strong>Delegation of Authority<\/strong>: Every PSU must <a href=\"https:\/\/doe.gov.in\/files\/acts_rules_documents\/GFRupdatedupto31012026.pdf\">route approvals<\/a> through the officially designated authority for that procurement value. If a lower-ranked officer signs off on something that should have gone higher up, it&#8217;s a violation.<\/li>\n\n\n\n<li><strong>RTI Act 2005<\/strong>: Any citizen can request the reasoning behind any vendor decision under the <a href=\"https:\/\/cic.gov.in\/sites\/default\/files\/RTI-Act_English.pdf\">Right to Information Act<\/a>.\u00a0<\/li>\n<\/ul>\n\n\n\n<p>And to make things even more complex, these rules don&#8217;t operate independently:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>PSUs can face MSME delayed-payment liability after 45 days, even when internal compliance processes slow the payment cycle.\u00a0<\/li>\n\n\n\n<li>Similarly, meeting MSME targets does not automatically protect a procurement decision from a value-for-money audit.<\/li>\n<\/ul>\n\n\n\n<p>Now add to this the scale of what&#8217;s ahead. India&#8217;s PSUs are committed to <a href=\"https:\/\/www.psuconnect.in\/psu-news\/psu-capex-2026-cpses-hit-99-of-fy26-target\">\u20b912.2 lakh crore in capital expenditure<\/a> in FY27 alone. More projects mean more vendors, more contracts, and more obligations running simultaneously. A <a href=\"https:\/\/csep.org\/working-paper\/bridging-the-data-gaps-in-india-the-case-of-capital-spending\/\">CSEP working paper<\/a> on India\u2019s capex framework mentions how procurement delays and poor coordination are already among the primary reasons allocated funds go underutilised.&nbsp;<\/p>\n\n\n\n<p>Manual processes aren\u2019t built for this scale, and neither are the legacy systems running beneath them.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-cost-of-managing-vendor-relationships-and-compliance-manually\"><strong>The cost of managing vendor relationships \u2014 and compliance \u2014 manually<\/strong><\/h2>\n\n\n\n<p>The consequences of fragmented systems and heavily manual workflows are already showing up in audit findings.&nbsp;<\/p>\n\n\n\n<p>CAG has <a href=\"https:\/\/www.lexology.com\/library\/detail.aspx?g=9535d07b-ff67-41e6-9d95-4dbc54a963b6\">flagged cases<\/a> where reserved items were procured from non-MSE vendors simply because ERP systems couldn&#8217;t automatically identify them. And while PSUs collectively crossed the 43.58% MSME sourcing threshold in FY 2024-25, the aggregate number masks how many individual PSUs are still falling short. Reporting delays and incomplete disclosures make it harder to even know by how much.&nbsp;<\/p>\n\n\n\n<p>Annual accounts tell a <a href=\"https:\/\/economictimes.indiatimes.com\/news\/india\/cag-flags-delay-in-finalisation-of-accounts-of-various-psus-autonomous-bodies-in-jk\/articleshow\/130108652.cms?from=mdr\">similar story<\/a>. In Jammu and Kashmir alone, 35 PSUs and corporations had 139 accounts in arrears, some pending for up to 12 years.<\/p>\n\n\n\n<p>This is what happens when the volume of obligations outpaces the systems meant to track them. <strong><em>The solution: end-to-end vendor management within a single operational workflow.&nbsp;<\/em><\/strong><\/p>\n\n\n\n<p>When procurement, compliance, and vendor workflows live on the same platform, accountability is built into decision-making, rather than reconstructed later during audits or escalations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-the-right-vendor-relationship-management-infrastructure-makes-possible\"><strong>What the right vendor relationship management infrastructure makes possible<\/strong><\/h2>\n\n\n\n<p>Legacy ERP systems were built for a different era of linear processes, back-office functions, and straightforward transaction records. They weren&#8217;t designed for the kind of multi-authority, compliance-heavy environment India&#8217;s PSUs operate in today.&nbsp;<\/p>\n\n\n\n<p>Salesforce, on the other hand, is built differently. It connects procurement, vendor governance, compliance tracking, and AI-driven decision-making in one place \u2014 and works with existing ERP systems rather than replacing them. In practice, they&#8217;re managed through emails, phone calls, and institutional memory. A procurement officer has to know who needs to sign off, at what value, and in what order \u2014 and when that knowledge is missing, or the process is skipped, it shows up as a CAG finding.<\/p>\n\n\n\n<p>Salesforce maps the <em>Delegation of Authority <\/em>matrix directly into the workflow.
