But the conversations behind that work are still scattered across email chains, WhatsApp groups, and meeting minutes.<\/li>\n\n\n\n<li>That&#8217;s a problem because, in PSUs, collaboration is as much about conversations as it is about carrying work across organisational boundaries \u2014 while preserving the systems that keep it accountable.<\/li>\n\n\n\n<li>The answer is a connected collaboration system that&#8217;s both fast and accountable. It gives departments a shared place to coordinate while work continues to move through the same reporting lines and governance guardrails.<\/li>\n<\/ul>\n\n\t<\/div>\n\t<div class=\"wp-block-ornament-card__media\">\n\t\t\t<\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India has spent the last decade building digital infrastructure for its public sector. Initiatives like <em>PM Gati Shakti<\/em>, <em>Government e-Marketplace (GeM), <\/em>and the <em>National Single Window System (NSWS)<\/em> have all pulled information out of paper files and into shared systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While this has closed the data silos, the conversation silos still remain \u2014 spread across email chains, WhatsApp groups, and meeting minutes. That creates a growing disconnect between how public sector work is coordinated and how today&#8217;s workforce expects to work.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In fact, Deloitte&#8217;s <a href=\"https:\/\/www.deloitte.com\/content\/dam\/assets-zone1\/in\/en\/docs\/campaigns\/2025\/in-hc-2025genzmillennialsurveycountryreport-india.pdf\">2025 Gen Z and Millennial Survey<\/a> found that time management is Gen Z&#8217;s most important workplace skill \u2014 85% are already using generative AI every day to save time and work more efficiently.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Indian PSUs now have to solve for both sides of this at once. Collaboration that can keep up with a workforce raised on speed. And collaboration that still respects the approval chains, records, and accountability on which PSUs depend.<\/p>\n\n\n\n<h2 id=\"h-what-happens-when-your-work-and-workforce-outgrows-your-collaboration-tools\" class=\"wp-block-heading\"><strong>What happens when your work (and workforce) outgrows your collaboration tools<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Slow-moving official channels often push employees toward using personal apps, unofficial file-sharing tools, and other forms of shadow IT. <em>WhatsApp<\/em> is the clearest example. It&#8217;s free, fast, and already on everyone&#8217;s phone, so it becomes the default for quick discussions.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But it was never built to run enterprise work. Decisions are made in individual or small-group chats that the rest of the team can&#8217;t see. And once months of history pile up in chat threads, no one can search through it.<\/p>\n\n\n\n<div class=\"wp-block-ornament-card\">\n\t<div class=\"wp-block-ornament-card__content\">\n\t\t\n\n<p class=\"wp-block-paragraph\">Researcher Rob Cross calls this <strong>collaboration overload<\/strong> \u2014 the point where the growing number of tools, channels, meetings, and interactions meant to help people collaborate starts making work harder instead. After talking to more than 800 high performers, he found that the most effective collaborators actually <a href=\"https:\/\/www.mckinsey.com\/featured-insights\/mckinsey-on-books\/author-talks-beyond-collaboration-overload\">reclaim 18% to 24% of their time<\/a> by having fewer, better-structured interactions.<\/p>\n\n\t<\/div>\n\t<div class=\"wp-block-ornament-card__media\">\n\t\t\t<\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">There&#8217;s a governance problem underneath this too. WhatsApp and most personal messaging apps don&#8217;t meet the requirements for electronic records under <a href=\"https:\/\/www.indiacode.nic.in\/show-data?actid=AC_CEN_3_20_00034_187201_1523268871700&amp;orderno=71\"><em>Section 65B of the Indian Evidence Act<\/em><\/a>, so the decisions made there carry no legal standing. Shadow IT makes this worse: no central record of who decided what, thin audit trails, and no clean way to prove Digital Personal Data Protection (DPDP) compliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The old collaboration problem was waiting for someone to respond. Today, it&#8217;s piecing together conversations spread across emails, chats, and personal apps \u2014 and knowing which version of a decision to trust.<\/p>\n\n\n\n<h2 id=\"h-beyond-chat-how-to-support-boundary-spanning-collaboration-in-psus\" class=\"wp-block-heading\"><strong>Beyond chat: How to support boundary-spanning collaboration in PSUs<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In Indian PSUs, collaboration means multiple teams and partner agencies have to come together \u2014 often without sharing the same priorities or even a common working vocabulary. Public-sector research shows that the organisations that do this well rely on <a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/00953997231219262\"><strong>boundary spanning<\/strong><\/a>: they translate context across teams, build trust, and connect people who wouldn&#8217;t otherwise be in the same conversation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Supporting this kind of collaboration means reducing fragmentation by bringing people, conversations, and work together in one place. That&#8217;s where AI-powered work platforms like Slack come in. Instead of one conversation stretching across inboxes and messaging apps, this gives each project a dedicated space where everyone involved can collaborate.
