Assistant Secretary Parker owns the PEOPLE portfolio for the entire Department of the Navy. He is responsible for the policies and procedures governing the Department's 865,000 person workforce, comprising active duty Marines and Sailors, Reserve Marines and Sailors, and federal civilian employees.
